LAN Strengthens Stormwater Team with Three Senior Hires

Planning, engineering and program management firm Lockwood, Andrews & Newnam, Inc. (LAN) strengthened its stormwater team with three new senior project managers. David Barton, P.E., CFM, and William Conlan, P.E, CFM, will serve the firm’s stormwater clients in Houston. Naveen Khammampati, P.E., CFM, will manage the firm’s stormwater projects in North Texas.
“Across Texas, there is a significant need to provide better drainage solutions to communities, especially in the aftermath of Hurricane Harvey,” said Matt Manges, P.E., LAN’s stormwater practice leader. “To address this need, we have been expanding our stormwater team over the last few years. These key additions will enhance the stormwater services we can offer clients and communities across the state.”
Barton has more than 15 years of experience leading engineering and design teams on storm water drainage projects in the Houston area. These include working on disaster recovery repairs, assessing and designing drainage improvements in various counties, and assisting clients with grant funding. He has served clients such as the Harris County Flood Control District, Brazoria and Galveston Counties. Barton received his bachelor’s degree in civil engineering from the University of Houston. He is a registered professional engineer in Texas and a certified floodplain manager.
Conlan has 18 years of experience as a water resources engineer responsible for handling multiple hydrologic and hydraulic-related studies and designs. These include the evaluation, management and construction of a diverse collection of drainage facilities and roadway improvement projects. Conlan received his bachelor’s degree in civil engineering from Texas A&M University, is a registered professional engineer in Texas, and certified as a floodplain manager.
Khammampati has served public and private clients for the past 15 years on projects related to water resources, land development and transportation. Previously, he served other national consulting engineering firms as project manager and director of engineering. Khammampati has master’s degrees in civil engineering and coastal engineering from Lamar University, Beaumont, Texas and Louisiana State University, Baton Rouge, respectively. He is a registered professional engineer in Texas, Louisiana and Mississippi, and a certified floodplain manager.
