LAN Welcomes Jose Barreiro and Gene Roberts as Program Managers for Alamo Colleges District Maintenance Tax Notes Program

Lockwood, Andrews & Newnam, Inc. (LAN), a leading planning, engineering and program management firm, has hired Jose Barreiro, PE, and Gene Roberts, PMP, MBA, as program managers for the Alamo Colleges District Maintenance Tax Notes (MTN) Program.

Barreiro, PE, joins LAN with a background in mechanical engineering and facility planning. He holds a Bachelor of Science in mechanical engineering from the Florida Institute of Technology and a professional engineer license in multiple states. As chief of facility planning and activation services for the US Department of Veterans Affairs, he led programs, managed capital and space planning, oversaw project activations and developed the Facility Master Plan using advanced data analysis, while also supervising personnel. At the Defense Commissary Agency, Barreiro executed policies and provided technical expertise for commissary mechanical systems worldwide, including refrigeration, HVAC and fire sprinklers, for complex cold storage and display systems.

With more than 27 years of leadership and engineering experience, Roberts brings a wealth of expertise to his new role. He holds a Master of Arts in business administration from Norwich University and a Bachelor of Science in technical management from DeVry University. A certified Project Management Professional (PMP) and former U.S. Army officer, Roberts led multidisciplinary teams of more than 600 personnel, managed multimillion-dollar budgets and successfully delivered complex infrastructure and construction projects.

Roberts and Barreiro will lead planning, execution and project delivery of higher education projects within the $270 million MTN program. This initiative aims to address deferred maintenance across Alamo Colleges District facilities, focusing on mechanical, electrical and plumbing system upgrades, energy efficiency and asset management planning. Their leadership will play a key role in advancing the district’s long-term capital improvement goals and operational sustainability.
