Ms. Graves has more than 13 years of experience working in the Right-of-Way (ROW) industry. Prior to joining LAN, she served as Acquisition Manager for the Harris County Real Property Division, where she honed her multitasking abilities in a high-volume, fast-paced environment. In this role she facilitated property acquisition for roads, bridges, tollways, flood reduction projects, FEMA home buyouts, parks, greenways, beautification projects, and more. Shenelle’s background also includes ROW program management and project management for agencies, counties, and districts in the greater Houston area including the Harris County Flood Control District, TxDOT Houston District and TIRZ 1.

Shenelle is experienced in managing ROW staff; analyzing projects and advising staff engineers on potential ROW impacts; and performing appraisal review, negotiation, title curative, and eminent domain support. She has served as liaison with appraisers, attorneys and landowners, and has personally negotiated more than 500 parcels.
