Mr. Harris is Regional Manager of LAN’s Corpus Christi office, providing municipal and port engineering services for clients along the Coastal Bend. He has served in numerous roles for public and private sector engineering projects throughout Texas for more than 25 years. His past experience as a project engineer has helped him gain valuable knowledge of municipal infrastructure requirements. He has experience in municipal streets and roadway improvement projects, water/wastewater and storm system designs, utilities coordination and relocations, hydrology and hydraulics modeling, stream bank stability analysis, erosion control and master planning.

Scott has managed numerous projects across the world, ranging from $100K to $20M in overall project costs. His project management style involves frequent client engagement, communication, collaboration and coordination. He is an experienced leader of people, having led small teams of 5-10 engineers up to being directly responsible for managing the engineering and construction operations, resources and training for a 500-person construction company for the United States Navy.

Scott’s commitment to his community, including the downtown and westside neighborhoods, is noteworthy. He volunteers his own time to serve the City of Corpus Christi as President of the Corpus Christi Business and Jobs Development Corporation where he has supported the funding of more than $10M in street improvement projects and over $40M in flood protection and resiliency projects. Additionally, Scott is a former board member of the Corpus Christi Regional Transportation Authority (CCRTA) and former Chairman of the City’s Transportation Advisory Commission. During his tenure on this commission, he helped develop the City’s first Mobility Plan. This policymaking experience has given Scott an in-depth knowledge and familiarity with the public infrastructure needs and conditions.
