Mr. Arcement is highly experienced in leading multiple K-12 Bond Program projects. His extensive knowledge of the construction process began during his time with the U.S. Army, where he managed construction of schools, clinics, police stations, pump stations, and electrical substations in Baghdad during Operation Enduring Freedom.
Robert is responsible for overseeing large-scale bond programs for various school districts. His role involves managing the complete lifecycle of construction projects, from programming and design to construction administration and project closeout.
He actively coordinates with multiple departments within school districts, such as grounds, maintenance, operations, technology, student nutrition, security, purchasing, and athletics. This coordination helps ensure that projects meet the district’s requirements and expectations while focusing on providing low life-cycle cost and long-term building solutions. Robert has managed numerous projects, including new constructions, renovations, and additions.
He has overseen projects like:
- Galena Park ISD 2016 Bond Program ($140 million)
- Channelview ISD 2019 Bond Program
- Crosby ISD Bond Program ($89.5 million)
- Splendora ISD Bond Program ($201 million)
His professional certifications include Project Management Professional (PMP) and Associate Constructor (AC) through the American Institute of Constructors, along with a 30-Hour OSHA Construction Safety certification.
