Hardy Toll Road Widening – Harris County Toll Road Authority

Lockwood, Andrews & Newnam, Inc. (LAN) provided construction management services for 2.78 miles of the Hardy Toll Road from south of FM 1960 northward to Hardy North Toll Plaza. The project included widening of the existing mainlanes and 5 bridges, grading, paving, storm sewer improvements, signing and striping, and Storm Water Pollution Prevention Plans (SWPPP).

LAN’s team worked with the contractor and the client to meet the time frames, achieve contract goals, and coordinate with adjacent contracts that were under construction during the same time frame. Other contracts that affected work included other sections of the Hardy Toll Road to the north and south of the project’s limits, other contracts within this project’s limits, and coordination with multiple consultants, and TxDOT for intersection closures at the TxDOT controlled FM 1960 intersection.

LAN field staff participated in weekly coordination meetings with the Harris County Toll Road Authority (HCTRA), and each of the adjacent contracts working around the project. These meetings facilitated contractor access within each project interface and provided a forum to coordinate common issues across contracts.

LAN conducted construction progress meetings on a weekly basis, field inspections, project coordination, utility coordination, contractor pay application review, baseline schedule review, progress schedule review, RFIs, managing constriction submittal, reviewing construction material testing reports, and preparing daily inspection reports. The LAN field staff maintained all project records in HCTRA’s electronic construction data management and reporting system.
