Grand Parkway Condemnation Support Services – TxDOT

LAN provided condemnation support for approximately 150 parcels in northern Harris and Montgomery Counties to facilitate the construction of Segments F1, F2, and G of Houston’s Grand Parkway Project. LAN worked closely on a daily basis with two right-of-way acquisition consulting firms, the Design-Build contractor, TxDOT project managers, the TxDOT Special Projects right-of-way consultant, engineering witnesses, appraisers and county court at law staff to complete condemnation support services. Services LAN provided included: retrieving legal documents from courthouses, preparing the TxDOT condemnation request packages, scheduling special commissioner hearings, serving notices of hearing, scheduling pre-hearings, attending said hearings, preparing summaries of hearings, taking notices of deposit to court, and filing precepts. One of the challenges to this project was the practice of landowner attorneys striking Special Commissioners a few days before the scheduled hearing. By establishing good communication with court clerks and having a regular presence at the Harris County and Montgomery County civil courts, we were able to detect at least three situations where Commissioners had been struck on short notice and we were able to work with the State Assistant Attorney General to file Motions and receive orders to Substitute Commissioners, thereby maintain the hearing dates so the project remained on schedule.
