Goose Creek Consolidated ISD – School Bond Program Management

Baytown Texas

Since 2013, LAN has been providing program management services at GCCISD. LAN was program manager for the 2013 $267 million bond program and supported additional non bond-related projects and is currently program manager for the 2019 $335 million Bond Program.

2013 Bond Program

LAN was hired late in the program after some of the major projects were already underway. Facing possible budget and schedule concerns, the District tasked LAN with maintaining control by managing every aspect of the program from the beginning to end. LAN successfully delivered all projects below budget and a year ahead of schedule.

The associated work touched every existing facility within GCCISD’s inventory and adds several new facilities, including an early college high school. The renovation work accomplished GCCISD’s goal of retiring $52 million in deferred maintenance and allowed growth to accommodate expanded enrollments. As the program manager, LAN provided estimating, scheduling, bidding and procurement, design reviews, and construction oversight.

Altogether, three new elementary schools were built, with a total programmed cost of approximately $66 million. Additional new facilities included a transportation center, data technology and emergency operations center, and an agricultural sciences center expansion, collectively valued at approximately $31.5 million.

LAN’s work also allowed GCCISD to complete additions to four facilities and renovation of STEM labs in five schools, with a total value of approximately $20 million. Finally, security improvements, valued at approximately $13 million were performed at nearly every facility the District owns.

2019 Bond Program

LAN is program manager for GCCISD’s $335 million Bond Program. The bond package includes funds for several projects, including new construction of an elementary school, junior school, elementary school replacement, junior and high school fine arts facilities, and CTE expansion. Additional projects include repairs and upgrades to multiple aging facilities, athletic improvements, and district-wide safety/ security and technology upgrades.
