LAN performed energy conservation studies and retro-commissioning services for seven federal buildings in the southeastern states as part of an IDIQ contract with the General Services Administration (GSA). The purpose of these studies was to develop energy conservation measures (ECMs) that would be in compliance with the American Recovery and Reinvestment Act (ARRA). The ECMs involved capital reinvestment recommendations for upgrading lighting, systems, HVAC systems, building envelope improvements, building automation improvements, plumbing, water usage and integration of renewable technologies. More immediate energy improvement recommendations were determined through the retro-commissioning of the HVAC equipment including the chillers, boilers and pumps, heat rejection equipment, air distribution systems and building automation controls.

These studies also contained established metrics of the utility usage for previous two fiscal years, which served as a base, making note of any previous capital energy improvement.
