LAN provided preliminary engineering and final design services to extend the light rail service four miles from the existing light rail station at Meadowview Road to a new station at the Cosumnes River College campus. The project included construction of three light rail stations with a total of approximately 1,000 parking spaces.

A new double-track crossing at Meadowview Road was designed parallel to the existing Union Pacific Meadowview Road crossing. The work included a separate systems design contract to modify the crossing warning system with off new quadrant flashers for pedestrians at the sidewalk crossings. This required new paving, non-traversable medians, pavement marking, and signage.

LAN also provided program oversight and coordinated other design contracts associated with the overall corridor program; specifically, structural design elements, and systems design elements. LAN developed boundaries and prepared the plats legal descriptions for all right-of-way, including fee title parcels, permanent easements, and temporary easements. LAN coordinated with agencies in acquisition of permits, environmental clearances and utility agreements. The project involved coordination with separate design contracts for systems, aerial structures, and stations.
