Mr. Meaders is a Vice President of LAN with experience in program management, construction management, design and inspection for rail and transit projects in Houston and across Texas. With a track record of delivering complex projects, Phil has successfully led more than $750M in construction of a variety of project delivery methods, such as design-bid-build, design-build, Construction Management at Risk (CMAR), competitive sealed proposal, hybrid delivery and design-build-operate-maintain.
His representative projects include bus rapid transit, light rail transit, streetcar, bus vehicle maintenance buildings, rail vehicle maintenance buildings, education buildings, commercial buildings, bridges, water treatment plants, wastewater treatment plants, water distribution pumping stations, large-diameter water distribution lines, streets, traffic management, municipal office buildings and environmental cleanup.
Phil’s BRT and transit experience includes Houston METRO’s Main Street and Southeast Corridor light rail, Sun Metro’s Bio Mesa Corridor, VIA Metropolitan Transit’s Fredericksburg Road BRT, and Capital Metropolitan Transportation Authority’s Expo BRT and Pleasant Valley BRT.
Phil has extensive experience in program and project management for transit, transportation, and infrastructure projects in Houston, including projects for METRO, the City of Houston, Harris County, and TxDOT.
