Profile

Lars is a Colonel (Retired) with a distinguished 26-year career with the U.S. Army in various leadership roles. He served as the District Commander of the US Army Corps of Engineers – Galveston District, managing its $1 billion annual program, and providing civil works, construction, and environmental restoration across a 50,000-square-mile area. During this assignment, he was responsible for federal water resources and environmental regulatory programs, including operations and maintenance, flood risk management, recreation and navigation in coastal Texas. His background also includes federal and state disaster response and recovery, and homeland defense operations in the aftermath of Hurricane Harvey.

He is currently serving as Program Manager for the Harris County Flood Control District’s $400M Halls Bayou Bond Implementation Program, which includes stormwater detention basin and channel conveyance improvement projects to mitigate flood risk in the Halls Bayou watershed.

Additionally, he is responsible for business development for LAN’s federal programs and projects.
