LAN Makes Two Key Stormwater Hires

Lockwood, Andrews & Newnam, Inc. (LAN) made two key additions to its stormwater group. Burton Johnson, P.E., CFM, will serve as the director of stormwater programs in Houston while Brian Reis, P.E., CFM, will lead the firm’s stormwater management efforts in Central Texas as its infrastructure manager.

A water resources planner and civil engineer, Johnson has more than 28 years of experience leading large-scale flood damage reduction planning studies, watershed studies, and master drainage plans, as well as implementing capital stormwater and flood reduction programs for municipalities throughout Texas. Previously, he served the Harris County Flood Control District in Houston for 14 years, during which time he also managed the District’s planning department for eight years. In that capacity, Burton led the team that oversaw and managed the District’s hydrologic models and studies, developed plans and master plans for 22 watersheds in Harris County and identified and recommended projects to support the District’s annual $200 million capital improvement program. After leaving the District, Burton spent six years with Michael Baker International, where he led its civil and environmental group in Texas. In late 2014, Burton started his own consulting firm, serving clients such as the Harris County Flood Control District and the City of Fort Worth.

Reis has more than 25 years of experience in the field of water resources engineering. His background includes planning, engineering and design, project management and business development. Previously, he served as a vice president at Espey Consultants where his responsibilities included managing a team of professionals, maintaining client relations, quality assurance and control, contract management, recruiting and strategic planning. His stormwater management expertise includes hydraulic and hydrologic analyses, FEMA flood insurance studies, flood frequency analyses, master planning, eco-system restoration, water quality and dam safety. A highlight of Reis’ career includes the management of the design of the $150 million Waller Creek Tunnel for the City of Austin. He also served as a project manager of a design contract for the City of Austin’s wastewater rehabilitation program for more than five years.
