LAN Inc. Promotes Shenelle Graves, LGPP, R/W-NAC, to Right-of-Way Practice Leader

Lockwood, Andrews & Newnam, Inc. (LAN), a leading planning, engineering and program management firm, has promoted Shenelle Graves, LGPP, R/W-NAC, to right-of-way (ROW) practice leader.

Graves brings more than 15 years of experience in the ROW industry, acquiring a variety of real estate interests, including simple fee interests and various easements. She has demonstrated expertise in managing complex projects and building rapport with property owners in sensitive situations. Her project portfolio includes major infrastructure and flood control efforts such as the Halls Bayou Bond Implementation Program, Hurricane Harvey Home Buyout and the 36-inch Southeast Water Transmission Line for the City of Houston.

In her new role, Graves will oversee LAN’s ROW services, providing strategic direction, quality assurance and client coordination for projects across Texas and beyond. She is recognized for her ability to manage acquisition programs, ensure compliance with state and federal guidelines, and deliver results on schedule and within budget.

Graves holds a Bachelor of Science from the University of Houston–Victoria and maintains certifications including the Texas Real Estate Salesperson License, R/W-NAC (Negotiation/Acquisition Certified), Local Government Project Procedures (LGPP) and Texas Notary Public.

Graves succeeds Kerry Fulton, SR/WA, LGPP, who has transitioned into a part-time advisory role after leading the ROW practice for several years. His leadership helped establish a strong foundation for LAN’s continued growth in the sector.
