Mr. Fulton has four decades of experience in land management and Right of Way (ROW) for transportation, transit, and infrastructure projects. Kerry’s background includes nearly 20 years of project management experience for large, fast-paced TxDOT transportation projects exceeding 1,000 parcels. He currently oversees all of LAN’s ROW assignments for projects throughout Texas.
Previously, Kerry served TxDOT for 17 years as Deputy Director of Strategic Projects (ROW) and was responsible for managing and overseeing the ROW and utility program on design-build and concession projects. The success of his projects is enhanced by his ability to build on long-term relationships and solve complex issues with roadway developers, public officials, and property owners.
