The Northeast Transmission Line (NETL) is now carrying water produced by Houston Public Works’s expanded Northeast Water Purification Plant to City and regional customers. Spanning 16.5 miles with a diameter of up to 108 and 120 inches, the NETL is Houston’s largest water line and conveys water from the new 320 MGD purification plant
Harris County is the most populous county in Texas. Due to subsidence concerns, the state created the Harris-Galveston Subsidence District (HGSD) in 1975, the first of its kind in the country. Decades earlier, Texas also recognized the need for statewide water planning and funding and created the Texas Water Development Board in 1957. In 2010, four regional drinking water supply providers in Harris County started planning a cooperative agreement to address the area’s growing needs and meet HGSD’s mandate to shift its supply from groundwater to surface water.
