Duncanville ISD Celebrates Three Major Milestones in $170 Million Bond Program
Duncanville Independent School District recently celebrated three major milestones in its 2023 Bond Program with ribbon-cutting ceremonies for the Duncanville High School Career and Technical Education (CTE) Addition, the Clint Q. Smith Early Learning Academy and the Central Fine Arts Academy. Together, the projects strengthen educational opportunities from early childhood through career readiness. Lockwood, Andrews & Newnam, Inc. (LAN) serves as program manager for the district's $170 million bond program, overseeing planning, procurement and project delivery.
The Duncanville High School CTE Addition is among the largest projects in the bond program. The project includes a new 36,000-square-foot addition, along with renovations to the existing CTE wing and the 9th Grade Center. The expanded facility supports 24 career and technical education programs in culinary arts, cosmetology, graphic design, broadcasting, fashion, robotics, engineering, architecture, interior design and veterinary technology, preparing students for college, careers and industry certifications. The addition also includes a student-run bistro and salon, where students gain real-world experience while serving the broader community.
The 46,389-square-foot Clint Q. Smith Early Learning Academy transformed the former Smith Elementary School into a dedicated early learning academy for prekindergarten students. Designed to support play-based learning, language development and social-emotional growth, the academy provides a purpose-built environment for the district's youngest learners. The project supports the district's grade-level realignment strategy while expanding early learning opportunities for families.
The 52,186-square-foot Central Fine Arts Academy transformed the former Central Elementary School into a dedicated campus for fine arts education. The renovation modernized the facility with building system upgrades, accessibility improvements and specialized learning spaces tailored to visual and performing arts programs. The academy expands specialized learning opportunities while giving elementary students greater access to visual and performing arts education.
"These projects represent an important investment in Duncanville ISD's future,” said Tim Strucely, AIA, NCARB, LEED AP, senior program manager at LAN. “Each facility was designed to meet a different educational need, and together they will serve students from their earliest years through career readiness.”
The projects are part of Duncanville ISD's voter-approved $170 million 2023 Bond Program, which includes improvements across 27 campuses designed to support the district's long-term educational goals.
