Philip Wheat, PE, Appointed Vice President at LAN, Inc.
Lockwood, Andrews & Newnam, Inc. (LAN) has appointed Philip Wheat, PE, as a vice president. Based in the firm’s Frisco office, Wheat serves as North Texas infrastructure practice leader, overseeing water and wastewater infrastructure projects for municipal clients across the region.
Wheat has 17 years of experience specializing in large-diameter water and wastewater pipeline design, rehabilitation and project management for municipal clients. His expertise includes hydraulic modeling, lift station and meter station design, utility relocations and coordination, cost estimation and delivery of complex infrastructure projects in fully developed urban corridors.
As a leader of LAN’s North Texas practice, Wheat oversees a team of professionals and serves as a key client manager for several regional utilities. He has also helped expand LAN’s presence in North Texas, including supporting the establishment and growth of the firm’s Frisco office and leading the development of the region’s water infrastructure practice.

Wheat earned a Bachelor of Science in civil engineering from Texas Tech University and is a licensed professional engineer in Texas. He is active in several industry organizations, including the Underground Construction Technology Association, where he currently serves as vice president of the North Texas chapter.
