Delivering Dallas ISD’s Next Bond Program

A Dallas-based program management team with direct experience inside Dallas ISD, ready to deliver from day one.

Why LAN?

Dallas ISD’s upcoming bond program represents one of the largest capital investments in Texas. With multiple campus replacements, renovations, and active construction environments, successful delivery depends on more than planning — it requires teams who understand how the district operates.

Programs of this scale leave little room for delay, misalignment, or rework. The ability to move projects forward efficiently, coordinate with stakeholders, and maintain continuity across campuses is critical.

Keeping Projects Moving Without Delays

Delivering a bond program requires more than schedule management. It requires understanding how projects move through district processes, how approvals are secured, and how permitting is managed at the municipal level.

LAN’s team has experience navigating Dallas ISD workflows and City of Dallas permitting requirements, helping reduce delays and maintain progress across all phases of delivery.

  • Familiar with City of Dallas permitting and submission processes

  • Experience coordinating approvals across multiple stakeholders

  • Proven ability to maintain schedule continuity

Getting It Right the First Time

Cost + Schedule Protection

  • Reduced change orders through early issue detection

  • Prevention of rework during construction

  • Improved schedule reliability through fewer disruptions

By identifying issues early, our team helps prevent costly changes during construction, protecting the schedule, budget, and long-term performance.

Technical Oversight

  • Independent design reviews at each phase

  • In-house architects and engineers embedded in the program team

  • Early identification of design conflicts and gaps

Constructability + Risk Reduction

  • Constructability reviews aligned with real-world field conditions

  • Early coordination between design and construction teams

  • Proactive identification of scope gaps before bid

Solving Complex Utility Challenges in Urban Corridors

Delivering utilities in Houston often means solving multiple problems at once—limited right-of-way, active traffic corridors, existing utilities, redevelopment pressures, and strict regulatory requirements. LAN specializes in utility design and program delivery where constraints are the norm, not the exception.

Designing Through Complex Constraints

  • 1.6 million linear feet of pipeline evaluated and rehabilitated in the past 3 years

  • $2.3 billion in trenchless utility work delivered in the past 5 years

  • Extensive experience with HDD, tunneling, sliplining, and pipe bursting

  • Proven delivery in active traffic corridors and redevelopment areas

Across Houston and other major metropolitan areas, LAN has designed and delivered water and utility infrastructure in some of the region’s most congested corridors. Our teams plan and design systems that must coexist with existing utilities, transit infrastructure, and ongoing development—while maintaining reliability and minimizing disruption to surrounding communities.

We integrate early coordination, constructability-focused design, and phased delivery strategies to reduce conflicts before construction begins. Advanced tools such as 3D modeling and GIS support precise integration with existing infrastructure and help stakeholders visualize impacts and sequencing.

Whether supporting neighborhood-scale improvements or citywide utility programs, LAN focuses on solving the problems that matter most—protecting service, reducing disruption, and delivering infrastructure that performs long after construction ends.
