    Ashish Patel, PE

    Project Manager

    Ashish Patel brings more than 23 years of experience delivering complex structural and waterfront infrastructure projects. He has led the design and construction support of marine facilities, cruise terminals, bulkheads and port infrastructure throughout the Gulf Coast. His experience at the Port of Galveston includes the Cruise Terminal 2 Expansion and other waterfront improvements, giving him firsthand knowledge of the Port's facilities and operational needs.

    Lars Zetterstrom, PE

    USACE Coordination & Permitting

    With more than 32 years of engineering and leadership experience, including service as District Engineer and Commander of the U.S. Army Corps of Engineers Galveston District, Lars provides strategic guidance on federal permitting and regulatory coordination. His understanding of USACE processes helps streamline approvals and reduce permitting risks for complex waterfront infrastructure projects.

    Sina Amini, PE

    Marine Engineer

    Sina Amini has more than 11 years of experience designing marine infrastructure and coastal improvements throughout Texas. His expertise includes dredging, navigation channels, shoreline protection, marina facilities and coastal resilience projects. Sina also has extensive experience coordinating with the U.S. Army Corps of Engineers to deliver projects that meet complex regulatory and environmental requirements.

    Construction Phase Services

    Alex Lion provides construction management and construction phase services for complex marine and waterfront infrastructure projects. His experience includes managing improvements at active port facilities while maintaining ongoing operations through careful planning, coordination and quality oversight.     Jon Jelinek brings more than 45 years of structural engineering experience specializing in marine facilities, bulkheads, waterfront structures and port infrastructure. Throughout his career, he has provided technical leadership on complex coastal projects, ensuring designs are practical, resilient and responsive to the unique demands of marine environments.

    Principal-in-Charge

    As President of LAN, Steve Gilbreath provides executive oversight for major infrastructure programs and ensures the resources necessary for successful project delivery. With more than 30 years of experience delivering public infrastructure throughout Texas, he has led multidisciplinary teams on complex marine, transportation and utility projects, helping clients achieve successful project outcomes.

    Cruise Terminal 2 Expansion – Port of Galveston

    LAN served as a design-build team member for the expansion of Cruise Terminal 2 at the Port of Galveston. The project added a two-story, 60,000 SF building connected to the existing terminal and a 5,000 SF two-story connector bridge.

    LAN provided structural, mechanical, electrical, plumbing, and limited civil-site design. The new building supports passenger seating, security screening, check-in, and boarding operations. The project also included remodeling and renovation of the existing terminal for expanded disembarkation and luggage processing. Flood hazard design was incorporated throughout to better withstand natural and man-made disasters and protect life and property.

    Galveston-Bolivar Ferry Landing Improvements – TxDOT

    LAN served as Project Manager and Structural Task Leader for PS&E development for multi-year, multi-phased improvements to the Galveston-Bolivar Ferry system. Scope included demolition and reconstruction of ferry maintenance docks, ferry landings, support facilities, and access points. Key elements included phased construction packages to maintain ferry operations while replacing infrastructure, expansion of capacity to accommodate five vessels, utility replacements with accessible trench distribution systems, bulkhead and fender upgrades, renovation of a 5,000 SF ferry maintenance building, and modifications to ferry ramps. LAN managed a team of 20 in-house professionals and nine subconsultants over a nearly three-year design period, coordinating environmental and biological clearances and permits with agencies including USACE and the National Marine Fisheries Service.

  • Galveston-Bolivar Ferry Parking Structure – TxDOT

    LAN provided structural and MEP engineering design services for an elevated parking facility at the Galveston-Bolivar Ferry landing. The single-level structure delivers 120 vehicle spaces and 11 motorcycle spaces, built above existing parking areas and active ferry staging lanes.

    LAN developed an innovative over-active-operations construction methodology that allowed ferry services to continue uninterrupted throughout construction through carefully sequenced phasing. Advanced 3D modeling was used to test structural integrity and optimize user experience. Corrosion-resistant materials and specialized MEP systems, including fire protection, electrical, and plumbing, were designed specifically for harsh marine exposure conditions. Value engineering was performed to maximize parking capacity within budget constraints.

  • Battleship Texas Slip Closure – Texas Historical Commission

    LAN facilitated USACE Section 10 and 404 permits for the Battleship Texas Slip Closure project, advising the Texas Historical Commission on permitting actions and coordinating directly with appropriate staff at the USACE Galveston District.

    Lars Zetterstrom served as Technical Advisor, leveraging his prior role as USACE Galveston District Commander to navigate the permitting process. The project was pending client selection of the recommended alternative before a permit application could be submitted.

  • Pier 12/14 Redevelopment (Slips 12/14) – Port of Galveston

    LAN provided engineering design and alternatives evaluation for the reclamation of Slip 12 for uplands use to accommodate increased cargo staging and operations demand at the Port of Galveston. The existing bulkhead connecting Pier 12 to Pier 14 had become unsafe due to deterioration and storm damage from Hurricane Ike.

    LAN evaluated multiple alternatives for the closure bulkhead wall, with a gravity structure bulkhead selected as the most efficient solution. Scope included filling and surcharging Slip 12 with 35 feet of compacted fill, management of dredged materials including broken concrete stockpiled onsite, and design of drainage and utilities to avoid consolidation zones.

  • Marina Breakwater at McGee Beach Improvements & Boat Basin Dredging – City of Corpus Christi

    LAN designed and managed repairs to the breakwater adjacent to the downtown Corpus Christi Marina and McGee Beach, and dredged the Corpus Christi Marina Boat Basin to -7’ NAVD88, with an allowance to -8’ NAVD88 over dredge.

    The marina basin had experienced sediment accretion reducing navigable water depth, and wave action had deteriorated the existing breakwater sheltering the marina from excessive waves. The project included coordination with the Port of Corpus Christi Authority for use of the Rincon B West Dredge Material Disposal Area.
