Mackrena Ramos, PE
Mackrena Ramos, PE, serves as Vice President, Business Group Director, and Principal-in-Charge at LAN, bringing more than 25 years of dedicated experience in the design and improvement of water systems. She has led some of Houston’s most significant water transmission and distribution projects, overseeing more than 300 miles of large-diameter pipelines—many exceeding 100 inches in diameter.
Mackrena’s leadership has been central to the City of Houston’s $660 million Surface Water Transmission Program, where she managed project schedules, budgets, and technical oversight for decades. She also spearheaded the Northeast Transmission Line (NETL), a $450 million program involving over 16 miles of 108-inch steel pipelines, extensive tunneling, and stakeholder coordination. Beyond delivery, she has guided accelerated initiatives such as the Accelerated Surface Water Transmission Program, covering more than 40 miles of urban waterlines on compressed timelines.

Justin Reeves, PE, LEED AP
Justin Reeves, PE, LEED AP, is Vice President and North Texas Business Group Director at LAN, based in Fort Worth. With more than 20 years of experience, he is nationally recognized for his leadership in program management, planning, and delivery of large-diameter conveyance pipelines, pump stations, and water infrastructure programs across Texas.
Justin has provided executive oversight for more than 100 miles of large-diameter pipeline projects, serving as Principal-in-Charge on multimillion-dollar water supply and wastewater initiatives. His portfolio includes directing the Lake Ralph Hall Raw Water Conveyance System, one of North Texas’ largest water supply programs, which features 32 miles of raw water transmission pipeline, an 80-MGD pump station, and a balancing reservoir. He also led the Integrated Pipeline (IPL) Segment 15-1, delivering 15 miles of 108-inch steel pipeline with complex railroad and TxDOT crossings on an accelerated schedule and under budget. Earlier in his career, he played a critical role in Houston’s Surface Water Transmission Program (SWTP), a $660 million initiative to transition the city to surface water.
