Tom Ellis
Tom is a Vice President and Business Group Director for LAN’s Transportation group and has experience with transportation planning and design with public and private sectors. Previously, he served 19 years with a national engineering firm as a senior vice president in the following roles; San Antonio and Austin office leader, Houston office leader, central division president in the Texas region, and Southern California office leader overseeing the Los Angeles, San Diego and Orange County offices. Prior to that role, he worked for the Texas Department of Transportation (TxDOT) for 17 years and served as a district engineer before entering the private sector.

Craig Hester
Craig has 42 years of extensive experience with large transportation programs, corridor planning studies, toll feasibility studies, alternatives analysis and schematic development, public involvement, environmental document coordination, final roadway geometric design, hydrology studies and hydraulic design, traffic engineering, traffic control plans, scheduling, and cost estimating of freeways, highways, toll roads, county roads, and transit facilities.
He has performed these services for Houston TxDOT (all Districts), City of Houston, Harris County Toll Road Authority, Fort Bend County Toll Road Authority, Metropolitan Transit Authority of Harris County, and the counties/cities of the greater Houston area. Craig brings a collaborative approach to clients and team members alike resulting in cost effective and successful solutions.

Robin Li
Robin has a strong background in transportation, including feasibility studies, preliminary engineering, and PS&E design for clients such as TxDOT, HCTRA, and various municipalities. She has designed and managed projects involving interstate highways, freeways, farm-to-market roads, urban arterials, interchanges, and railroad underpasses. Her experience also includes structural engineering for ports and harbors.
Robin has made notable contributions to the engineering community, including publishing the ASCE Bridge Journal paper “Fatigue Crack Formation and Repair Strategies for Steel Cantilever Bracket Tie Plates” in 2012 and presenting on bridge retrofitting at the Transportation Research Board 90th Annual Meeting in 2011.

Mackrena Ramos
Mackrena has 26 years of experience with water system design and improvement projects. She has supported numerous projects associated the City of Houston’s multi-year, multi-phase Surface Water Transmission Program (SWTP). Her experience includes route evaluation, pipeline design, and construction phase services including submittal reviews and RFIs.
As Program Manager for the SWTP, she oversees the project schedules and budgets associated with the program. Her experience includes the Fuqua 72-inch Waterline, which consisted of routing studies; large diameter waterline design; valves and appurtenances; storm sewer systems; utility relocation; pump station improvements; and pavement replacement.

Bruce Dinkheller
Bruce Dinkheller brings project management experience in all phases of transportation projects from planning, through design and construction. His expertise includes program management, design, construction management, and alternative delivery for complex highway and light rail/transit projects. Bruce is a hands-on, boots-on-the-ground project manager with extensive experience overseeing major projects and construction programs.
As a former Illinois Department of Transportation District 8 Engineer, he brings an Owner’s perspective, having been responsible for managing a five-year capital program to plan, design, construct and maintain projects within his District.

Shenelle Graves
Shenelle has 15 years of experience working in the Right-of-Way industry. Prior to joining the LAN Team, she served as Acquisition Manager for the Harris County Real Property Division, where she honed her multitasking abilities in a high-volume,fast-paced environment.
She is experienced in managing ROW staff; analyzing projects and advising staff engineers on potential ROW impacts; and performing appraisal review, negotiation, title curative, and eminent domain support. She has served as liaison with appraisers, attorneys, and landowners, and has personally negotiated over 500 parcels.

Reece Fickes
Reece Fickes is a Senior Right-of-Way Agent and Project Manager with 13 years of experience providing professional right-of-way (ROW) acquisition, project management, title services, and land management for both public and private sector clients. He is recognized for his attention to detail and his ability to resolve complex issues at all stages of the acquisition process. Reece has managed and served as acquisition agent on a wide range of projects, including the Greens Bayou Federal Flood Risk Management Project, West Road Segments A, B & C, Cypress Creek ROW Acquisition & Floodplain Preservation, Countywide Floodplain Preservation and Right of Way Acquisition, and the Castlewood Subdivision ROW Acquisition, all in Harris County, Texas. His expertise includes federal and grant-funded acquisition projects, and he is adept at coordinating with clients, engineers, and property owners to ensure successful project delivery. Reece is a member of the International Right-of-Way Association (IRWA) and the American Association of Professional Landmen (AAPL), and holds a Bachelor of Arts in Political Science from Texas Tech University. He is also a Texas Notary Public.

Nick Krajewski
Nick is a Project Manager and Subsurface Utility Engineering (SUE) and Utility Coordination lead, bringing over a decade of experience in heavy civil construction, roadway design, and utility engineering. Nick specializes in the investigation and mapping of existing utilities, conflict analysis, and coordination with utility companies to facilitate necessary adjustments for both public and private sector projects. His expertise spans all ASCE Quality Levels of utility investigations, and he has served as lead designer and engineer on major projects such as the Seawolf Parkway Bridge Replacement in Galveston, the Central Design Farm-to-Market Schematics for TxDOT Houston District, and the Texas Avenue and SH 21 Intersection improvements in Bryan, Texas.
Nick is known for his proactive approach to resolving utility conflicts, recommending design changes, and developing mitigation strategies that help keep projects on schedule and within budget, providing clients with added confidence and value.
