He brings an owner’s perspective to LAN’s program management team and has directed bond programs for three public school districts, managing over $7.1 billion in projects. His expertise includes project budgeting, procurement, construction management, and oversight for large-scale K-12 capital programs.

Qamar Haque
Qamar Haque is a Program Manager with over 25 years of experience managing K-12 bond programs and construction projects for six school districts. He brings an owner’s perspective to LAN’s program management team and is highly skilled in managing architects, contractors, and vendors across various construction delivery methods. His expertise includes leading major bond programs for districts such as Irving ISD, Duncanville ISD, Dallas ISD, and Fort Worth ISD, overseeing complex renovations and new construction projects valued in the hundreds of millions.

Samantha Avila, PE
Samantha Avila, PE, is a program manager at LAN with extensive experience in project and program management for educational facilities. She oversees projects under the Irving ISD and Duncanville ISD 2023 Bond Programs, managing planning and construction phases to ensure delivery on schedule, within budget, and aligned with district goals. Avila holds both a Master of Science and Bachelor of Science in Civil Engineering from the University of Texas Rio Grande Valley and is a licensed Professional Engineer in Texas.
