Mr. Conlan has 19 years of experience in hydraulics and hydrology analyses and project management. He has been responsible for handling multiple hydrology and hydraulic-related studies and designs. He has been involved with the evaluation, design and construction of multiple master-planned and site-specific drainage facilities. William is experienced in detailed hydrologic delineation and evaluation of watershed drainage areas, closed conduit and riverine hydraulic analyses and floodplain mapping and modeling.
He was an integral leader of the City of Houston’s city-wide SWEET storm sewer analysis and Harris County-wide channel capacity analysis with the Watershed Planning Tool (WPT) for HCFCD, including HEC-RAS analysis and GIS map generation. William is proficient in a variety of software programs including HEC-HMS (HEC-1), HEC-RAS (HEC-2), EPA/XP-SWMM, InfoWorks, ArcGIS, Flowmaster, and Excel Based Rational Method.
