Mr. Masters’ comprehensive experience delivering complex capital programs provides a proven track record involving every aspect of program management, planning, design, and construction management. Applying best practices gained throughout his career from experiences as an owner, engineering consultant, builder and military leader, Chris has the unique ability to view projects from the perspective of all stakeholders, focusing on the factors affecting overall success.

Responsible for leading LAN’s Transportation Rail and Transit, Program Management, and Construction Engineering & Inspection (CEI) teams, Chris is leading projects with an owner’s perspective. Having served as a public agency executive delivering over $3 billion in capital improvements, Chris has personally led all aspects of development and support, including project controls, technical services, stakeholder relations, risk management, procurement services, federal oversight, and grants management. Chris’ rail and transit expertise involves light rail, vintage streetcar, modern streetcar, regional commuter rail, national passenger rail, high speed rail, bus rapid transit, rail vehicle manufacturing, and all types of facilities for passengers, operations, and maintenance. His freight rail experience involves grade separations, new and rehabilitated mainlines and yards, port connections, and various freight facilities. Chris’ applies lessons learned from his experience leading programs as the owner involving extensive construction efforts, he understands the nuances of construction delivery that improves quality, reduces cost, and provides revenue operations within schedule commitments. Chris’ experience involves thorough controls for quality, system safety, and construction safety.
