Mr. Rosenbaum is Vice President of LAN’s District Engineering group providing planning, preliminary design, detailed design, bidding and construction administration engineering services to municipalities, local governments and utility districts for a wide variety of projects. Bill’s experience includes master plans, feasibility studies, utility rate studies, impact fee studies, preliminary engineering studies, design plans and specifications, and construction administration for all facets of infrastructure improvement. He has been responsible for district creations, bond issues, permits, regulatory compliance, annexations, consolidations and operations. He currently serves as District Engineer for several municipal utility districts (MUDs), including the Clear Lake City Water Authority (population 100,000), where he is responsible for design and construction of all water, wastewater, drainage and facility projects. Mr. Rosenbaum manages over $214 million in bond fund projects.
