School Bond Program Management

Marshall, Texas

LAN is the program manager for the Marshall ISD $109.2 million bond program. The bond was the first passed in over 30 years for the District and represents a significant milestones for generations of students in the community. The bond program consists of the following five projects that will assist the district in their efforts to perform a grade-level realignment:

• Three new prototype elementary schools totaling approximately 80,000 SF constructed on existing school sites
• A new 100,000 SF, two-story prototype Junior High School constructed on a greenfield site
• A Junior High School repurposed to serve as Elementary School STEM facility

LAN was selected after the Bond had passed and the project was approaching design development approval stage, with a hard push by the architect to proceed with the work. LAN quickly engaged with the District and the architect to assess the previous cost, schedule, and quality (features) commitments and evaluated the status of each to the work in progress.LAN is providing design phase management, procurement and construction administration services. These services include, among many others, value engineering, schedule management, cost controls, contract consulting, construction observations, and closeout activities. To date, the LAN team has implemented approximately $9.47 million in savings and added value to the entire program.

From the President of the School Board

"As a partner and advocate for our district, LAN never shied away from sharing tough news with our board and bringing us a pathway to a successful outcome when difficult decisions came up. In fact, LAN’s pre-emptive actions allowed us to accomplish additional projects that would not have been possible had they not been such strong advocates for our interest to our contractors and architects. Resulting from LAN’s participation in our projects, we can proudly tell our voters and tax-payers that our district kept our promises.”
