School Bond Program Management

Baytown, TX

Since 2013, LAN has been the program manager for GCCISD's $267 million bond program and supported additional non bond-related projects. LAN was hired late in the program after some of the major projects were already underway. Facing possible budget and schedule concerns, the District tasked LAN with maintaining control by managing every aspect of the program from the beginning to end. To date, LAN has successfully delivered all projects below budget and a year ahead of schedule.

The associated work has touched every existing facility within GCCISD’s inventory and adds several new facilities, including a an early college high school. The renovation work will accomplish GCCISD’s goal of retiring $52 million in deferred maintenance and allow growth to accommodate expanded enrollments. As the program manager, LAN provides estimating, scheduling, bidding and procurement, design reviews, and construction oversight.

Altogether, three new elementary schools have been built, with a total programmed cost of approximately $66 million. Additional new facilities include a transportation center, data technology and emergency operations center, and an agricultural sciences center expansion, collectively valued at approximately $31.5 million.

LAN’s work will also allow GCCISD to complete additions to four facilities and renovation of STEM labs in five schools, with a total value of approximately $20 million. Finally, security improvements, valued at approximately $13 million are planned at nearly every facility the District owns.

A Message from Randal O'Brien, Superintendent

"LAN demonstrated their experience immediately by taking what could be perceived as an overwhelming capital improvement project and was able to move forward with an efficient digestible action plan. There is no doubt that our district has benefited from LAN’s cost-conscious project approach.”
