J. Anthony (Tony) Boyd, P.E., is Senior Vice President and Director of Infrastructure at LAN. A lifelong LAN’er, Boyd joined the firm in 1977 after receiving both his Bachelor of Science degree in Civil Engineering and his Master of Engineering from Texas A&M University.

Under his direction, the Infrastructure Group provides a wide array of civil engineering services such as municipal water and wastewater utilities and treatment, stormwater management, coastal, port, and marine engineering, water resources planning, surface water hydrology/hydraulics, water distribution system analysis, construction management, and program management. Over the past decade, Boyd has directed more than 60 projects totaling in excess of $200 million in construction cost.

Boyd is a leading authority in the field of Program Management and serves as the program manager for the City of Houston’s highly successful Surface Water Transmission Program (SWTP). The SWTP encompasses the design and construction of a system of large diameter water transmission facilities that comprise $400 million in construction and the management/coordination of more than 100 design consultants. Boyd has successfully held this role for more than 15 years and has done so through five public works directors and three mayors - a testament to his ability to deliver results for his clients. As a direct result of Boyd’s experience and leadership, the City of Houston has realized savings of more than $40 million over the duration of this project. 

Other notable projects that Boyd has managed include Houston METRO’s 7.5-mile Light Rail Transit System, City of Houston's Accelerated Surface Water Transmission Program, and the Bayport Terminal Phase I Program Management (Port Authority of Houston). Currently, he is leading the design of the first 16 miles of the Integrated Pipeline Project (IPL) – a $2.3 billion, 150-mile raw water infrastructure that will transport water from several lakes and reservoirs to the Dallas Fort Worth metroplex.

Involvement in the industry is a priority for Boyd. He is a member of several organizations including the American Society of Civil Engineers (ASCE), the American Water Works Association (AWWA), the Texas Society of Professional Engineers (TSPE), the National Society of Professional Engineers (NSPE), the Texas Water Conservation Association (TWCA), and the Fort Bend Chamber of Commerce. He was recently appointed to the Board of Directors of the Science Engineering Fair of Houston, and is a member of the Texas A&M Civil Engineering Advisory Council.
